We are pleased to announce that Subbarao Mupparaju was appointed the director of the Department of FISCal (FI$Cal) on May 14, 2026. Most recently, Subbarao has served as Chief Deputy Director of FI$Cal since January 2023.
Subbarao is a seasoned information technology (IT) professional with more than 30 years in the public and private IT sectors. Previously, Subbarao held various positions within the state of California, including Chief Information Officer (CIO) at the Department of Housing and Community Development, and CIO at FI$Cal for six years.
He started his civil service career as the state chief enterprise architect responsible for directing statewide enterprise architecture, digital transformation, and technology initiatives at the California Department of Technology, where he served for more than three years.
Prior to joining the state of California, Subbarao worked in several business and technology executive roles with Hewlett Packard (HP), International Business Machines Corporation (IBM), and Tata Consultancy Services for 20 years.
For more than a decade, Subbarao has been instrumental in FI$Cal’s history, from contributing to the successful completion of the FI$Cal project, to the transition of technology operations to the state of California. As chief deputy director, he has overseen the ongoing implementation of the department’s roadmap of activities, including onboarding departments, preparing the transition of the state’s accounting book of record to FI$Cal, and implementing ongoing enhancements to ensure a modern and secure system. Upon his appointment, Subbarao expressed his confidence with FI$Cal staff, “At FI$Cal, we are able to harness the collective expertise of our staff and the seamless teamwork they engage in to deliver exceptional service and user-focused solutions.”
When asked about his immediate priorities for the department, Subbarao stated that he is, “Looking forward to working alongside our staff, partners, and customers to advance our core priorities.” These priorities include: elevating customer success though exceptional, user-focused service; driving roadmap progress while increasing efficiencies; championing organizational excellence; and harnessing technological agility to deliver secure, reliable solutions.
Subbarao has a master’s degree in Mechanical Engineering. He is a certified Project Management Professional and a certified IBM Information Technology Specialist. He is a recipient of several prestigious leadership awards, including the California CIO of the Year, the IBM Hundred Percent Club and the HP Most Valuable People award.
