INFORMATION TECHNOLOGY MANAGER I
Under the direction of the Career Executive Assignment (CEA) A, Division Chief, Enhancements Service Center (ESC), within the Business Operation and Solutions Division (BOSD), the Information Technology Manager (ITM) I will provide leadership, oversight and guidance in the daily operations of the Data Analysis and Reporting Section. The incumbent manages staff responsible for providing functional and technical Purchasing, Asset, Project Costing, Loan Accounting and Cost Allocation sub-modules system analysis. This position will use a unique blend of in-depth knowledge of the FI$Cal system and an understanding of the State of California’s accounting policies and practices to direct a team of staff responsible for resolving the most complex technical accounting and system issues. The incumbent must possess strong analytical and technical skills, be a dynamic leader/facilitator, and have expertise in service support. ACCOUNTING ADMINISTRATOR I (SPECIALIST)
Under the general direction of the Accounting Administrator III, the Accounting Administrator I (AA I) (Specialist) serves as an enhancement specialist working in the FI$Cal system as part of the Functional Analysis and Reporting Section (FARS). The AA I Specialist will provide FI$Cal system support and act as a subject matter expert (SME) to departments for FI$Cal enhancements to the FI$Cal system. This position requires knowledge and experience in the State of California’s accounting cycle with knowledge of principles, practices and trends of governmental accounting. The incumbent will assist in developing and testing system enhancements needed to improve PeopleSoft functionality within the FI$Cal application. Under the general supervision of the Accounting Administrator II in the FI$Cal Workforce Development Center (WDC), the Accounting Administrator I (Specialist) serves as a Subject Matter Expert (SME) in the development of job aids and other learning materials for FI$Cal users for the accounting modules, including accounts payable, accounts receivable and general ledger modules.  The Accounting Administrator I (Specialist) will assist FI$Cal users in User Support Labs (USL) and will provide SME support department engagement activities as requested.  The WDC will support internal and external users on accounting policies and procedures for transaction processing, accounting, financial reporting, and accounting controls.   The incumbent will participate in and provide SME support to multidisciplinary teams and workgroups including ad hoc process teams for the support of FI$Cal users.  The FI$Cal system represents a major change to the financial processes statewide and the incumbent is expected to have the broad knowledge, experience, and skill in accounting required to successfully oversee the significant workload responsibilities of this position. Working title: Lead Application Developer. Under the general direction of the Information Technology Manager I, Application Innovation Services Section (AISS) Chief, the IT Specialist II, Lead Application Developer has the responsibility for leading the design and development of specified functionality within Hyperion Planning, including associated applications used in support of the comprehensive budget solution implemented at the Financial Information System for California (FI$Cal). The IT Specialist II collaborates with the technical team members of the Budget Applications Services Section to lead the planning and development of application deployments to production (functionality enhancements, defect fixes, etc.); perform impact analysis; plan and perform the testing, configuring, and verification of the application software upgrades/changes; and provide level 3 production support for all statewide end users of the budget solution. The incumbent will perform the role of Application Architecture expert to design new solutions across the modules assessing the cross module impacts.
