INFORMATION TECHNOLOGY SPECIALIST I

Under the general supervision of the Information Technology Manager I (ITM I), the Information Technology Specialist I (ITS I) will perform the tasks and activities associated with contract and vendor management and assist with the acquisitions of IT goods and services for Financial Information System for California (FI$Cal). The incumbent will be responsible for managing the FI$Cal Contract Lifecycle Management by applying contract lifecycle management methodologies, including deliverables management, compliance, negotiations, invoice review and approvals, and contract oversight from initiation to closeout. The incumbent will also assist with developing Information Technology (IT) contracts including the scope of work, administrative and technical requirements, conducting various solicitations using a variety of procurement methodologies. The incumbent interacts regularly with various levels of departmental staff, including executive management, as well as control agency staff and contractors on a regular basis, in order to manage the more complex contract activities and resolve any issues that may arise throughout the contract lifecycle. The duties for this position are focused in the Business Technology Management, Client Services Information Technology Project Management and Software Engineering domains; however, work may be assigned in the other domains on an as needed basis.

ASSOCIATE GOVERNMENTAL PROGRAM ANALYST

Under the direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) effectively applies adult learning theory utilizing multimedia technology and authoring tools to design and develop instructional materials that support department’s needs. The position is responsible for performing tasks associated with the analysis, design, development, implementation, evaluation and maintenance of course curriculum and materials, to support the deployment of the FI$Cal system serving over 20,000 end-users across the state of California.

INFORMATION TECHNOLOGY MANAGER II
Under the general direction of the Chief Information Officer (CIO) ,Deputy Director of Information Technology Division (CEA B), the Information Technology Manager (ITM II) will serve as a member of the Information Technology Division (ITD) senior leadership team as the Chief of Business Application Services Office. The ITM II is responsible for managing the technical design, development, application operations and defect repair activities associated with the FI$Cal’s financial applications, budget applications, business intelligence applications, and other current and future business applications including cloud Software-as-a-Service (SaaS) applications. This position has full management responsibility for organizing, planning, directing, coordinating, and managing all activities associated with the Business Application Services Office. The ITM II works closely with the CIO to formulate and implement Information Technology (IT) policies, standards, and process improvements for the ongoing operational effectiveness of the FI$Cal’s business applications and analytics solutions. The ITM II also collaborates with other ITD and functional teams to plan and implement innovative applications to enable the Department of FI$Cal to efficiently provide exceptional customer service.

INFORMATION TECHNOLOGY MANAGER II
Under the general direction of the Chief Information Officer (CIO) / Deputy Director of Information Technology Division (CEA B), the Information Technology Manager (ITM II) will serve as a member of the Information Technology Division (ITD) senior leadership team as the Chief of Emerging Technologies and Integration Services Office (ETISO). The ITM II is responsible for managing the Financial Information System for California (FI$Cal)’s web services including the internet, intranet, collaboration, training and other general support services (GSS) systems. ETISO also manages the FI$Cals’s emerging technologies (Robotic Process Automation (RPA) services, Vendor Portal and Artificial Intelligence solutions such as Chatbots. Other responsibility is the operations of FI$Cal’s Enterprise Integration Services (such as FI$Cal’s interfaces to external and internal systems and batch processes) which include mission critical production processing. This position has full management responsibility for organizing, planning, directing, coordinating, and managing all activities associated with the FI$Cal ETISO. The ITM II works closely with the CIO to formulate and implement Information Technology (IT) policies, standards, and process improvements for the ongoing operational effectiveness of the FI$Cal system and the department’s IT infrastructure. The ITM II also collaborates with other ITD and functional teams to plan and implement emerging technologies and web services to enable the Department of FISCal to efficiently provide exceptional customer service.
