Under the general supervision of the Business Services Section, Staff Services Manager II (Managerial), the Staff Services Analyst serves as a business services analyst to department-wide staff and management, as well as to other stakeholder agency staff and management throughout the state. STAFF SERVICES MANAGER I

Under the general direction of the Chief of Human Resources (HR), the Staff Services Manager I serves as the personnel officer for the Department of FISCal (FI$Cal), and is the first line supervisor responsible for functioning as a management consultant to all levels of department management relative to all aspects of HR activities associated with payroll,benefits, position control, and disability. The Staff Services Manager I will interpret laws, rules, policies and procedures, and will review and resolve the most complex HR issues to ensure all FI$Cal employees are provided with outstanding HR services.

Under the general direction of the Staff Services Manager I, the Employee Services Coordinator plays a vital role in managing position control, coordinating disability-related matters, and leading payroll and benefits activities. They handle tasks such as establishing, reclassifying, and transferring positions, as well as monitoring the change in established position process. They navigate complex payroll tasks related to various leaves of absence, including the Family Medical Leave Act, catastrophic leave, Non-Industrial Disability, and State Disability Insurance. The ITA serves as a subject matter expert with a working level knowledge of one or more business functional areas; accounts receivables, billing, asset management, labor distribution and Purchasing. The ITA will provide Level 2 functional analysis and working knowledge of data processing concepts, practices and methods to departmental end-users regarding FI$Cal system incidents and change requests in the Business Operation and Solutions Division, Enhancements Service Center. This includes timely incident communication and resolution of reported incident tickets by FI$Cal system users.
