The Department of FISCal (FI$Cal) recently released its 2026-2030 Strategic Plan. The plan outlines the department’s mission, vision, and values and reaffirms FI$Cal’s commitment to ensuring a modern and technically optimized system while providing excellent customer service.
The strategic plan sets out an approach to achieving our long-term goals efficiently and effectively. As listed in the plan, our core values focus on: our customers, with an aim to deliver high-quality services; innovation, with a focus on promoting modern solutions; and integrity, by promoting accuracy, accountability and transparency.
The plan is consistent with our current statutory requirements, with an approach that focuses on the alignment of the FI$Cal system with the state’s financial management needs. We have already made strides toward these goals with recent and ongoing projects. We are ensuring the system remains technically optimized through projects such as our ongoing journey to the cloud. We are maintaining security as a top priority through alignment with the Governor’s CalSecure framework. We continue to improve our onboarding process by remaining agile and available, collaboratively developing onboarding plans with deferred departments and working on the onboarding of the California Department of Justice and the California Department of Transportation. We continue to work with our partners to identify, plan and implement their priorities. In addition to the recently implemented electronic invoicing capability, we are well on our way to implement electronic funds transfer and payment consolidation capabilities in the system. Work is ongoing with our partners at State Controller’s Office to transition the accounting book of record to FI$Cal this summer.
Among the features highlighted in the strategic plan, we continue to provide an array of services to support departments as they navigate the system. The FI$Cal Service Center is available to assist with issues related to account management, system troubleshooting, and general support needs. The FI$Cal Learning Center is an online portal where end users can access job aids, online self-paced training tutorials, and virtual instructor-led training to master the skills needed to become confident and successful in the system. The self-service tools we provide leverage automated services for tracking tickets, and provide interactive dashboards using business intelligence tools for data analysis needs.

In them, you can find a high-level overview of the system, and information about system history, its current functionality, user support options, month-end and year-end close support, and details about our transparency site, Open FI$Cal.
