Purpose: Demonstrate how to view public solicitation events in Cal eProcure.
Scenario: You wish to use Cal eProcure to view any currently available solicitation events that the public is invited to view.
Roles: Public
Upon accessing Cal eProcure, multiple information sections are displayed.
Click the Sell to the State button.
Click the Search All Bids button.
Click in the Event Name field.
Enter the desired information into the Event Name field.
Enter a valid value e.g. "Printer Maintenance Service".
Click the Search button.
Click the Vertical Scrollbar scrollbar.
Click the Sell: Printer Maintenance Service 0840-0000001342 link.
Next, scroll to the bottom of the page to view the line items that the department is requesting.
Click the Vertical Scrollbar.
Click the Return to Event Search button.
The Login/Register section would allow you to use your FI$Cal provided login credentials to access Cal eProcure as your registered business.
If you have not yet registered your business, you can also use the Login/Register link to access the Bidder Registration page. This page will guide you through the process of registering your business as a Bidder in Cal eProcure.
Registering as a Bidder in Cal eProcure allows your business to electronically bid on events, rather than creating paper bid responses.
The Sell to the State button will show you the location where you can complete Bidder Registration, and also will guide you to review events currently open for bid.
The Small Business/Disabled Veteran Business Enterprise button will guide you to the location where you can create your SB/DVBE application, and also provides information about other SB/DVBE certified companies.
The Get Public Procurement Information button will allow you to search for public purchasing data, view DGS procurement resources, and view other additional resources.
The Most Recent Bids section displays any events currently open to the public for review. Events in this section are those that are available for bidding.
You can navigate directly to any of the events listed in the section by clicking on the Event Name link for the desired event.
To view all other public events that are not listed here, use the Search All Bids link.
The California State Contracts Register page displays.
Here it is possible to use any combination of fields in the Search Events section to refine your search for events.
As you search for events, the Events grid will display any events matching the search criteria you used.
Use the Search Events section to locate a desired event. In this scenario, search for any events relating to "Printer Maintenance Service."
All events matching your search criteria now display.
The Event Details page displays for the selected event.
From this page, it is possible to review all details provided by the department about the event.
On this page, you can see high level information about the event such as the ID, Format/Type, Round, Version, Start/End Dates, and Description.
The Event ID field is a unique identifier for this event. It is comprised of a four digit Business Unit ID, and a ten digit Event Number.
For example, 0840 is the Business Unit ID for the State Controllers Office, and 0000001342 is the individual event number for that department.
Further down the page, you can observe the Description that was defined by the department.
In this scenario, the description informs you that this event would ask the bidder to provide printer, scanner and multifunctional equipment maintenance.
The page also displays some contact information for the event buyer at the department. You can see the primary Contact's name, email address, and phone number, if it was provided.
Using the Download button, you can download line information for this event to an excel spreadsheet.
At the bottom of the page, the Lines section provides the detail for the good or service that the department is requesting.
The Description field is a high-level explanation of the good or service provided by the department.
The Unit field refers to the Unit of Measure for the line item. In this scenario, MON refers to "Month".
The Requested Quantity field displays the quantity of the line item that the department is requesting. Typically if the department is requesting a single service, the quantity will be "1".
If the department were ordering a multitude of one good, for example, the field would be updated accordingly with the exact value of how many items they are requesting.
Selecting the Accept Invitation option will not require you to submit a bid at that time, but rather it is just communicating your intention to bid to the event creator.
When finished reviewing this event, you can use the Return to Event Search button.
Click the Start a Bid button.
Click the Close button.
Click the General Comments and Attachments button.
Click the View button.
Click the Download Attachment button.
Click the Close button.
Click the Vertical Scrollbar.
When you are finished reviewing any event comments and attachments, Click the Cancel button.
Click the Vertical Scrollbar.
To view more details about the event, such as attachments or comments added by the event buyer, use the Start a Bid button
Because you are either not registered in Cal eProcure or simply not logged in to your bidder profile, an error message will display notifying you that you must register or login to submit a bid.
This will not affect your ability to view any event comments or attachments.
To view any event comments or attachments, use the General Comments and Attachments button.
By clicking the View button, the related attachment will be downloaded, allowing you to view the attachment.
Any comments the event buyer added to the event can be viewed in the Comments section.
The California State Contracts Register page now displays, allowing you to search for other public solicitation events.
The View Ads link can be used to view advertisements that other vendors have created specifically for this event.
Types of Vendor Advertisements include "Prime seeking Sub" and "Sub seeking Prime."
Similarly, the Post Ad link is used to post an advertisement. Any advertisement posted is viewable by anyone that has access to this event.
